The pace bowler has claimed 309 wickets in 71 five-day games with an impressive average.
Australia's chair of selectors Bailey has confirmed that skipper Cummins will play a "major part" in the forthcoming England-Australia contest.
There were concerns that the veteran bowler might miss the series due to a ongoing back issue that was still troubling him.
Earlier indications from the Australian camp suggested no definitive call had been made regarding his involvement, with the Test matches set to start on the 21st of November in Perth.
He revealed that the captain is progressing and was "optimistic" about the prospects of participating.
"We're aware that time is getting short and multiple considerations around that, aside from the back issue, but other factors as well," he commented.
"It's positive. There's strong faith that he'll participate in a significant role. With luck from the opening match. Otherwise, we'll reassess."
Past Concerns
He was sidelined Australia's limited-overs series against New Zealand and India last month after scans revealed a lumbar bone stress.
There is a track record of recurring issues, with setbacks in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in a short span.
He emphasized he would be ""aggressive" and "take risks" in his comeback strategy to secure his spot for the contest.
He mentioned that it was unclear if the captain had resumed bowling as part of his recovery but admitted it was "pressing" for him to recover fully for the initial match.
Contingency Plans
In case of absence, ex-skipper Smith will assume leadership.
Versatile player Green was withdrawn recently from the national team for their ODI contests against India as a precautionary measure because of an abdominal issue.
He labeled it as a "small issue and stated that Green will play in the state-level matches, so will be "ideally positioned to deliver overs."
"Considerable effort has gone into creating the schedule for him to participate for the first Test as an batting and bowling option," he elaborated.
"He was only going to play the first two ODIs in any case. How he handles the bat in limited-overs, if it causes any delay for another day, we opted to take a cautious route."
